Correction to English Translation of T-License2.0

A typo in the section 2 of "Article 4. Partial Non-exercise of Rights" was found. From the first public release on May 17, 2011 to June 9th, 2011, the first sentence started with "Any copyright holder ...".
It should read "Any author ..."
We have made the appropriate correction, and regret the proof-reading error has occurred.
